Draft Expanded Framework: Objectives, Pathways and Actions

We are excited to share the Draft Expanded Framework: Objectives, Pathways and Actions. These outline an initial, working set of proposed objectives and actions intended to advance Act 59’s vision and goals. It represents a first iteration of an “action framework” for the Vermont Conservation Plan. It is a work in progress that has been informed by public input to date and is being shared now to support discussion, reflection, and feedback. Below are links to each of the expanded objectives and their corresponding pathways, actions, and sub-actions.

Thank you to everyone who provided feedback to the Draft Expanded Framework during the submission window, which closed April 10, 2026. This feedback incorporated into the next iteration of the plan which will be presented for review at virtual listening sessions in May 2026.
