Please review the draft VCP Expanded Framework of Objectives and Pathways, updated with proposed actions under each pathway. These draft actions were developed by VHCB in consultation with ANR, guided by substantial input received during the Inventory Stage (Phase I) of this project and initial feedback received to date in Phase II.
We share this as a working draft and welcome input on what works, what could be finessed or articulated more clearly, and whether key concepts are missing. Equally importantly, we hope to hear about key priorities within the framework, recognizing that this draft is broad and even if we received increased resources, not every action may be actionable immediately.

The second revision was finalized June 25, 2025, and presented to the Technical Advisory Committee (TAC) in July. The objectives and pathways were presented at the Regional Listening Sessions for input in July and August, 2025. Many stakeholders requested more detail about Vermont Conservation Design, upon which the report is largely centered.
The first revision was finalized June 12, 2025, and presented to the TAC for review and input. The largest piece of feedback was a need for additional context. Reference to the work that led to this framework (Phase 1 engagement opportunities, existing conservation initiatives, Vermont Conservation Design, etc.), was needed to explain the process and context.
