The engagement work for this project began in Phase 1 of the work to develop the plan, with extensive input via surveys, working groups, and a public session. The work moved into Phase 2, with Regional Listening Sessions, the Technical Advisory Committee, sector discussions, surveys and open public comment. This engagement has continued into 2026, with additional Regional Listening Sessions and initiatives.
